TAPPED OUT: When someone jokingly asked Huntington Beach Mayor Thomas J. Mays whether British Petroleum’s cleanup efforts might include replacing the city’s pier, damaged in a fierce 1988 storm, he replied: “The bug has already been planted in their ear.” . . . But BP America, busy overseeing the cleanup from this month’s big oil spill, doesn’t seem too interested. . . . “We don’t think there is a relationship between that cleanup and a pier that was damaged well before the spill,” a spokeswoman said.
