Democrats pushed their version of a campaign financing bill through the Senate Rules Committee today but acknowledged that it is subject to wholesale change if a compromise can be struck with Republicans.

“I expect that the leadership will propose a comprehensive substitute amendment to what we passed,” the panel’s chairman, Sen. Wendell H. Ford (D-Ky.) said of the Democratic proposal that would impose voluntary spending caps ranging from $1.6 million to $9.2 million on individual Senate candidates.
