New Head Joins Censorship Fight: Lynne V. Cheney, chairman of the National Endowment for the Humanities, endorsed President Bush’s opposition to restrictions in federal law governing her agency and the National Endowment for the Arts that would limit subject matter of work either of the endowments could finance. Cheney, testifying Thursday at a House subcommittee hearing studying legislation to extend the lives of the two endowments, also said existing restrictions have hindered the NEA by requiring extra review of money given to large private organizations and then regranted to smaller groups.
