Irwindale City Manager Resigns in Wake of Probe

Charles Martin, the veteran city manager, attorney and clerk of Irwindale who helped spearhead a failed bid to lure the Los Angeles Raiders to this tiny city, has resigned from his managerial post, city officials said this week.

Martin, 66, whose multiple roles in City Hall have earned him a $163,704 annual salary and considerable influence over council members, had come under the scrutiny of the district attorney’s office because he accepted $500,000 in commissions for redevelopment projects that he recommended to the City Council.

Martin will continue as attorney, clerk and executive director of the community redevelopment agency, said Asst. City Manager Fred Herrera. Herrera, 55, will be acting manager until the City Council fills the permanent post.
