Tribune Plan Announced: A Los Angeles management consultant will submit a plan to help turn around the ailing Oakland Tribune by June 16, according to employees at the paper. Last week, publisher Robert C. Maynard told employees in a letter than the 145,000-circulation daily had hired Durkee/Sharlit Associates to develop a business plan and “assist us in whatever restructuring we deem necessary.” At a senior management meeting, the paper announced a hiring freeze and a clamp-down on expenses, said an employee. Neither Maynard nor Durkee/Sharlit returned calls.
