OXNARD : District to Acquire Parcel for School

The Oxnard Elementary School District voted Wednesday to acquire 25 acres for a new intermediate school in northeast Oxnard despite opposition from the property owner.

The district will buy the property from the owner, M.F. Daily Investment Co. of Camarillo, through eminent domain.

Marc L. Charney, an attorney for the company, said that based on an appraisal, the district offered $60,000 an acre for the property, near Oxnard and Colonia boulevards and zoned for a school, hospital or farm. Charney contends the property is worth $250,000 an acre.

A condemnation hearing will be held as soon as a court hearing can be set, when the final price will be decided, district officials said. Charney said his client will appeal the price during the condemnation hearing and may initiate a court action.

The new school is necessary because of increasing enrollment, District Supt. Norman R. Brekke said. The district has about 12,400 students, with 2,400 in the seventh and eighth grades, and portable classrooms have been set up at some schools.

The $16-million Robert J. Frank Intermediate School for the seventh and eighth grades is scheduled for completion in June, 1993. About 1,600 students will attend the new school, which will be on a year-round calendar.
