A former Cub Scout leader who molested an 8-year-old Cub Scout was sentenced Tuesday to 19 years in state prison.

A judge also ordered Jerry Frazier, 21, of El Cajon to pay $10,000 in restitution to the victim for therapy.

Municipal Judge H. Ronald Domnitz imposed the maximum term on Frazier, who pleaded guilty Jan. 5 to molesting the boy.

Frazier also admitted that he used a deadly weapon--an electrical cord--to wrap around the boy’s neck in the Nov. 20 incident and that he had kidnaped the child.

Frazier’s attorney, Fred Uebbing, said Frazier was molested himself as a child by his uncle, but the case was never prosecuted. Uebbing urged an 8-year term and noted that Frazier cooperated with police and confessed when arrested. He had no record.

The tearful mother of the victim urged the maximum sentence, telling Domnitz her son suffered significant mental trauma.

Domnitz said to Frazier’s attorney: “Your client not only molested a child, but he molested a child who had put faith in him as a Cub Scoutmaster.

“I feel your client is an extreme danger to society. It was this scout’s first Cub Scout meeting and he wound up with a rope around his neck.”
