MAINSTREAM: While spending measures were being approved statewide (A1), Orange County voters sat on their wallets again, refusing to pay for anything but prison and rail transport construction (A31). . . . So when is the county going to join the mainstream? Surprise, says Democratic consultant Joe Cerrell, Orange County is the mainstream. “The state won’t vote like this again for a long, long time,” he said. “Anyone who thinks this is a signal for the ‘90s, forget it.”
