El Monte : More Landfill Rules Sought

The City Council, concerned about the potential for ground-water contamination by landfills, has asked the Los Angeles Regional Water Quality Control Board to impose additional regulations on landfills that have been designated federal Superfund sites.

The proposed regulations include installation of clay liners in the landfill, examination for existing contamination and installation of a ground-water monitoring program. The proposal was prompted by the possible conversion of the Rodeffer quarry in Arcadia into a landfill for concrete and building material waste. El Monte officials oppose the plan because they believe that it could contaminate their water supply.

The proposed rule will be heard at the water board’s meeting Monday. The standards would apply to any federal Superfund site that could serve as a ground-water source for more than 100,000 people.
