SAN JUAN CAPISTRANO : School Trustees OK $109-Million Budget

Capistrano Unified School District trustees last week approved a $109-million budget for the 1990-91 school year, but not without dipping into the district’s reserve fund.
The district needed to appropriate $5 million in “carry-over funds” to balance the budget, but no program cuts are planned for next year, Supt. Jerome Thornsley said.
“There is some deficit spending, but not in recurring expenses,” Thornsley said. “For the past three or four years we have had heavy expenditures in equipment, which we won’t always have. We have still been able to maintain $5.2 million in reserve.”
District revenues are based on receiving a projected $2,999 per student, a 3% increase over this year, according to Carole Bailey, the district’s fiscal services director.
With about 26,000 students, the district is the third largest in Orange County.
