The City Council on Monday approved a $71.5-million budget for fiscal year 1990-91 that includes additional employees in the police, bus service, human services and other departments.

The budget is 16.3% larger than this year’s. Utility and sales taxes account for one-fourth of the revenues.

The police and fire departments together make up nearly a third of the budget. Four additional police officers will be hired.

Other new items on the budget include an expansion of the municipal bus garage at Jefferson Boulevard and Duquesne Avenue at a cost of $3.5 million, and the addition of a child-care coordinator in the Human Services Department.

Deparment heads had submitted plans for cutting their budgets by 5%, but after several public review sessions of the budget, the council decided the cutbacks would not be necessary.

However, Chief Administrative Officer Dale Jones said the city may face a deficit of $958,000 in 1991-92. He said the shortfall will be made up in 1993-94 with taxes collected from Marina Place, the regional shopping mall planned for the city’s western tip. The regional shopping mall is expected to bring in $15 million in revenue to the city over 10 years.
