Nation IN BRIEF : NEW JERSEY : Governor Signs Stiff Bills on Pollution

Gov. James J. Florio signed into law a package of bills designed to combat water pollution and which would penalize violators by up to $10 million. He signed the six bills at the Elizabeth Marina on the Arthur Kill, a shipping channel separating New Jersey from New York City. More than 1 million gallons of oil have spilled into the Arthur Kill and nearby Kill Van Kull this year. The new laws take effect over the next two years.
