D.C. BOUND: Brenda Premo, executive director of the Dayle McIntosh Center for the Disabled in Anaheim, is on her way to the White House for Thursday’s signing of a landmark disabled-rights act (E1). But the activist, who is legally blind, is also keeping tabs on the state budget impasse in Sacramento, which has forced the center to lay off staff and reduce hours. The cutbacks will remain, Premo says, until she is assured of getting the full $310,000 in state funds promised in the governor’s latest recommendations.
