Lakes Complex Opens Today in West Covina

WEST COVINA — A corporate office complex that city officials expect to create more than 3,000 permanent jobs and generate $2 million a year in taxes opens today.
The project, called the Lakes, has extensive water landscaping. Only the first phase of the $130-million project is complete. It consists of two four-story office buildings, a 1.5-acre lake and a parking structure.
Three more phases, including office and retail space and a Marriott hotel, will complete the 16-acre project. Construction on the second phase will begin next year, with the entire project scheduled to be finished in 1994.
The Lakes is at 1000 E. Garvey Ave., south of the San Bernardino Freeway.
