Venice : Apartment Owner Fined

The owner of a Venice apartment building has been ordered to pay $10,287 in fines, penalties and investigative costs after pleading no contest to allowing slum conditions at the facility, according to City Atty. James K. Hahn.
Steven C. Springer, 43, of Marina del Rey was sentenced by a Municipal Court judge after entering his plea July 31 to six violations of various fire, health, and building and safety codes at the four-story, 16-unit apartment house at 1902 Pacific Ave., Hahn said.
Springer, who has corrected the violations since being charged in February, was also placed on 18 months’ summary probation, according to the city attorney’s office.
Hahn said conditions that led to the filing of criminal charges included defective, blocked and missing fire doors, defective fire extinguishers and smoke detectors, cockroach and rodent infestation, no water in some units, and broken windows.
