California IN BRIEF : SACRAMENTO : Dog Days Tough on Carriage Horses

Mayor Anne Rudin and other city officials are looking for ways to protect carriage horses in historic Old Sacramento from the horrors of 100-degree heat. Mike Winters of the Sacramento Society for the Prevention of Cruelty to Animals said the city should give horses a four-hour work day, ban carriage-pulling between noon and 7 p.m. when the temperature rises above 80, and limit carriages to no more than four passengers.
