Report on Toxics Draws Fire: Major industries are covering up a lack of real progress in reducing toxic emissions, according to a report by the National Wildlife Federation analyzing 1987 and 1988 pollution control records of 29 major companies. The federation reported, for example, that Alcoa reduced its reported emissions in three plants by 763 million pounds by reclassifying the substances released. Alcoa Chairman Paul H. O’Neill, who appeared at a news conference held by the group, accused the group of “malicious, deliberate misrepresentation” of the facts.
