Action Urged to Tighten Rules on City Contracts

Los Angeles Councilman Zev Yaroslavsky moved Wednesday to “plug the loopholes” that allow some companies to retain city contracts for years without participating in competitive bidding.
Yaroslavsky introduced a motion for a City Charter amendment requiring council approval of any contract extension five years or longer for the departments of Airports, Harbor and Water and Power.
The City Charter currently requires council approval of all such contracts exceeding five years, but Yaroslavsky contends that many companies find loopholes by receiving multiple contract extensions. If approved, the measure would be placed on the April, 1991, ballot.
