THOUSAND OAKS : Annexation Bid May Be Revived

A county agency will vote Sept. 12 on whether to reconsider Thousand Oaks’ request to begin the lengthy process of annexing a 350-acre industrial area into the city.
The Ventura County Local Agency Formation Commission will discuss the issue again because a Thousand Oaks resident has complained that it was inappropriate for the panel to deny the city’s request, said Shannon W. Trower, the commission’s lawyer.
On July 18, the commission voted against allowing Thousand Oaks to start the process of bringing the Rancho Conejo Industrial Park, located in Newbury Park, into the city because a dozen business officials and landowners in the area opposed the move.
LAFCO officials said it would be a waste of time to allow Thousand Oaks to proceed when it was apparent that the majority of landowners opposed joining the city. Thousand Oaks would be required to gain approval of 50% of the landowners to annex the area.
