A teen-ager who is confined to a wheelchair was charged with capital murder Friday after he and another teen-ager allegedly chased down and killed a woman during a robbery, police said.

Sgt. Chip Pippen said Janie Howell, 44, was shot on a city street, apparently as she tried to reach the police department on foot.

Pippen said Mondrick Bradley, 18, and a 13-year-old boy were arrested and charged with capital murder. Bradley has been confined to a wheelchair since being shot last year.
