CALIFORNIA IN BRIEF : Police Unit Faces Civil Rights Charges

An investigation into reports of brutality and corruption in a special police force that patrols Oakland’s low-income housing projects has resulted in federal civil rights charges against a supervisor and five officers. A federal grand jury indicted the Oakland Housing Authority Police officers on criminal charges of conspiring to violate the rights of 14 people--including three undercover officers--by beating and robbing them, planting evidence and testifying falsely between April and December, 1989.
