SCROOGE COUNTY: Already suffering from a miserly reputation, Orange County authorities are trying to use their share of one statewide rail bond, Prop. 116, to satisfy the “local matching funds” requirement of another, Prop. 108. . . . Now lawmakers are crying foul, and even the state Transportation Commission is backing a bill that would bar such a tactic. “It is poor public policy and fiscally irresponsible to use state bonds as match for state bonds,” says commission Chairman William E. Leonard.
