U.S. Wants to Forgive Some Debtors: President Bush sent Congress a bill to forgive $7 billion in Latin American debt and to encourage more U.S. companies to invest there. Bush reportedly would also like to have the authority to lower trade barriers with Mexico in hand when he meets with President Carlos Salinas de Gortari in November.
