Bill Would Limit Software Rentals: Makers of computer software could bar video stores and others from renting their software to customers as the result of legislation approved by the House Judiciary Committee. The bill is aimed at limiting the rental of video games by stores that specialize mainly in renting movies. The idea behind the bill is that it’s easy to copy computer software stored on floppy discs. Sponsored by Rep. Mike Synar (D-Okla.), the bill is similar to a law under which record manufactureres are allowed to bar rentals.
