One-Year T-Bill Rates Fall: The average discount rate was 7.25%, down from 7.40% at the last auction on Aug. 23. It was the lowest rate since one-year bills averaged 7.21% on Jan. 11. The bills will carry an equivalent coupon interest rate of 7.78%, with each $10,000 in face value selling for $9,266.90. Sales totaled $10.52 billion out of bids of $32.52 billion.
