New Law Prohibits Gun Sales in Cases of Domestic Violence

Gov. George Deukmejian has signed into law a bill to ban firearm sales to persons who are under court restraining orders for incidents of domestic violence.

The measure (AB 1753) was introduced by Assemblyman Terry Friedman (D-Los Angeles) in response to a number of California cases where women have been murdered by their domestic partners after seeking protection from the courts.

Statewide and nationally, more than 30% of women slain each year are killed by their husbands, ex-husbands, boyfriends or ex-boyfriends.

Local law enforcement will be required to notify the Department of Justice immediately upon receiving a copy of a domestic violence restraining order. This information will be made available to gun dealers performing background checks on prospective gun purchasers. GOVERNOR Bills Signed

Looting: AB 3894 by Assemblyman William Filante (R-Greenbrae) to make it a specific crime--calling for stiffer penalties--to loot commercial properties during a state of emergency resulting from an earthquake or fire.

Health Insurance: SB 1979 by Sen. Alan Robbins (D-Tarzana) to establish a state guarantee fund to pay consumer claims filed against health insurance companies that go bankrupt and policyholders are left holding the bag due to no fault of their own.

Mobil Homes: AB3114 by Assemblyman Pete Chacon (D-San Diego) to increase the maximum purchase price for a mobile home that may be purchased with a Cal-Vet home loan from $90,000 to $125,000.

Puppies: AB 4300 by Assemblyman Sam Farr (D-Carmel) to require pet shops to inform puppy purchasers of a dog’s veterinarian treatment record to curb the sale of sick animals.

Contract Copies: SB 1107 by Sen. Quentin Kopp (I-San Francisco) to require merchants to give customers a copy of a sales contract at the time it is signed at their place of business or within 10 days if accomplished by mail or other means.

Glass: AB 2622 by Assemblywoman Delaine Eastin (D-Union City) to require glass container manufacturers to use 15% of recycled glass in the manufacturing of new glass food and drink containers starting Jan. 1, 1992. Bills Vetoed
