The United States formally started work on its pavilion at the Expo 92 universal exhibition site here Tuesday, after Congress had for months blocked the project.

U.S. Commissioner for Expo 92 Frederick Bush and Ambassador to Spain Joseph Zappala took part in a ground-breaking ceremony for the $44 million pavilion, which will adopt Expo’s theme “The Age of Discovery.”

Expo 92 officials said a record 110 countries have confirmed they will take part in the six-month long exhibition, budgeted to cost $1.45 billion not including the $8 billion Spain is spending on rail and road links to Andalusia.

Of the total cost of the U.S. pavilion, $13 million was appropriated by Congress in June after opposition from some representatives.
