Bankrupt City Forfeits City Hall Over Lawsuit

EAST ST. LOUIS, Ill. —
Bankrupt East St. Louis has had to give up its City Hall to a man who won a lawsuit for a crippling beating he suffered in the town’s jail.
A county judge Thursday awarded the deed to East St. Louis’ municipal building to Walter DeBow, who won a $3.4-million lawsuit against the city six years ago.
DeBow, 55, was unable to collect from the city and sued for city-owned property, his lawyer said.
City employees continue to work in City Hall pending an appeal.
