Occupation: Social scientist

Background: Degrees from UCLA and Cal State Fullerton; seeking doctorate at UC Irvine; economics instructor at several local colleges; former consultant for the Fair Housing Council of Orange County; member of American Economic Assn., Western Economic Assn.

Issues: Wants more commercial development and light industry before city is built out; advocates recycling programs; wants better day-care services and more affordable housing for new home buyers.

Carol Downey

Age: 49

Occupation: Incumbent; teacher

Background: Appointed to council in 1985, elected in 1986; degrees from Simpson College in Iowa and Chapman College; member of American Assn. of University Women, Orange County Commission on the Status of Women, Placentia Founders Society, Friends of the Library, League of Women Voters.

Issues: Advocates continued long-range fiscal planning to ensure strong reserves; favors DARE anti-drug program in schools; wants to continue working with merchants to jointly redevelop Placita Santa Fe area; wants to ensure open space in remaining development.

Norman Z. Eckenrode

Age: 52

Occupation: Incumbent; businessman

Background: Served on the council from 1978-84; was mayor in 1981; elected to present term in 1986; is current mayor; degrees from Compton College, Kansas State University and Pepperdine University; committee member of Southern California Assn. of Governments; member of Victim-Witness Program; member of Girl Scouts of Orange County board of directors.

Issues: Wants to maintain open space in remaining developments; wants to promote a retail center near the Orange Freeway and Orangethorpe Avenue; advocates increasing sales tax base in Placita Santa Fe redevelopment area; wants to add second trolley to city transit; wants to continue program for low- to moderate-income home buyers.
