CALIFORNIA IN BRIEF : SAN JOAQUIN VALLEY : First Downpour Disrupts Power

The first storm of the season caused major power outages throughout the San Joaquin Valley, affecting almost 20,000 customers. About 14,000 customers in Stockton lost power for several hours, as did several thousand more in Modesto and Fresno County. Officials said such outages occur during the first storm of the season because of summer dust accumulation on power lines. The first rains can make the electricity arc, causing overloads or burnouts.
