BETTER LATE . . . : Today begins Earthquake Preparedness Week at Cal State Fullerton, four days after a 4.0 temblor hit the county. Featured is a survival pamphlet called “Beating the Odds.” . . . What are the odds of having a shaker the week before the program? Not so long, says coordinator Robert Baker. A proposal to expand campus preparedness went before the college president just before the 1987 Whittier quake and was accepted. “Every time something happens earthquake-wise, we’ve benefited from it,” Baker says.
