Use Biltmore Site for Housing, Park

I have followed the saga of the Hermosa Biltmore for over 25 years, and I have a solution to the problem, which might satisfy both proponents of development and open space.
Sell the land for residential use, which is compatible with adjacent properties, and take a comparable amount of space from the sand area in front of the lot and make a mini-park with grass, trees, a gazebo and benches where people could sit and enjoy the ocean and sunsets. It could encompass the existing restrooms and bicycle rest stop.
No public access to the beach would be lost, and there is enough sand area to accommodate the largest crowds on July 4 or a Sunday in August.
The expense of policing and maintaining the park would be more than offset by the tax revenue from developing the land.
