Jane Byrne today officially launched her campaign for mayor of Chicago, an office she occupied from 1979 until she was defeated in her 1983 reelection bid by the late Harold Washington.

Byrne told reporters that she was challenging incumbent Mayor Richard M. Daley, a Democrat. But she stopped short of saying she was running for the Democratic nomination.

Political pundits, including outgoing Republican Gov. James R. Thompson, insist that it will be difficult to unseat Daley whether she runs as a Democrat or as an independent. The mayor has not announced whether he’ll run again, but he is expected to.

Byrne said she was running because Daley has not been effective in fighting crime and tackling public health issues.
