Singapore Litterbugs Get Earful About Trash

SINGAPORE —
Starting next month, people caught littering in Singapore will have to attend a 15-minute lecture on its harm to the environment, the Environment Ministry said in a statement Friday.
Violators will have to choose between an immediate $88 fine or appearing in court on littering charges.
