So Claude S. Brinegar, chairman of the California Citizens Compensation Commission, “isn’t worried about public outrage” and feels he needs “to provide salaries that are fair and equitable.” What is “fair and equitable” about California’s poor and disabled losing their cost of living increase because of the reduction ordered in Sacramento by a budget shortage? Could he survive on $630 a month?
