The council welcomed Judy Lazar, 49, and Elois Zeanah, 48, who were elected Nov. 6 in a tight race that swept Councilman Lawrence E. Horner out of office. Fiore, 64, the top vote-getter in the race, was elected to his eighth term in office.

Horner, a 16-year veteran of the council, and Councilman Tony Lamb, a four-year veteran, also received commendations from the City Council for their years of service. Lamb retired from the council after one term.

Lamb, 87, said he was saddened to leave the council, but “I’m happy to step down and have younger people take over. I’m also happy to find women will be represented on this council.”

Horner said: “I’d like to thank the people of Thousand Oaks for giving me the opportunity of serving 16 years. . . . I’m still a member of the community. I’m not going anywhere.”

More than 150 people attended the ceremony to welcome the new and say goodby to the outgoing council members.
