Irwin M. Fried, 58, an attorney who has served on the City Council since 1976, was elected mayor pro tem, replacing Schwing.

Also on Tuesday, attorney John M. Gullixson and Henry W. Wedaa were sworn in as council members. Gullixson is starting his first term, and Wedaa has served as a councilman since 1970.

Outgoing Councilman Roland E. Bigonger, who suffered a surprise upset in his bid for reelection, was praised by his colleagues. Bigonger, who helped Yorba Linda become a city in 1967, cited the Richard Nixon Library and Birthplace, a new auto center, several new parks and a community center among major accomplishments during his tenure. He served on the council until the early 1970s and returned in 1986.

“I feel I was a man for my time, and I leave my legacy for the citizens of Yorba Linda,” Bigonger said.
