* “Proyecto Latino is going strong, I hate to say, because that means there are a lot of crime victims,” said Vicky Chavez, director of the 4-year-old East Los Angeles counseling program. Chavez, whose daughter, Elaine, 21, was murdered in 1980, is a tireless advocate for Spanish-speaking crime victims, providing emotional support and helping them through the maze of courts, prosecutors, police and hospitals. This year she received a governor’s certificate for her work, an award she thought “you had to walk on water to get. I get a lot of pleasure in helping people do something about their problems. When you’re a victim, you tend to want to stop.”
