Tribune Proposes Pay Cut: Management at the Tribune of Oakland has proposed an 11% pay cut for 600 employees so it can meet this month’s payroll, but union officials said the maneuver was illegal. The cut, announced at an emergency meeting Wednesday, would affect all workers earning more than $25,000 annually. Business writer Rebecca Smith said the cut will force the unions to go before the National Labor Relations Board, a process that could take a year--and thus couldn’t be used to stop a cut before it takes effect.
