GARDEN GROVE : City Might Extend Ban on Nightclubs

The City Council, in an effort to cope with problems linked to some nightclubs in the city, has set a public hearing for Feb. 4.

The purpose of the hearing will be to decide whether the city should extend its moratorium on the opening of new dance halls for as much as a year.

The extension is sought in part because of uncertainty over U.S. Supreme Court standards on topless/bottomless businesses. A final ruling is expected this year.

The moratorium was originally enacted Feb. 4, 1990, in response to complaints from the Police Department noise, crime and traffic problems at some dance halls. Over the past three years in Garden Grove, five nightclubs have been closed or had their licenses revoked.

Additionally, the city is seeking to develop standards for regulating teenage nightclubs.
