NEEDS A LIFT: The agency providing transportation for the handicapped is on the third floor of the old Santa Ana train station. Problem is, the elevator was out of order this week. Greg Winterbottom, wheelchair-bound executive director of the Consolidated Transportation Service Agency, wound up working out of the lobby. . . . His secretary messaged his beeper to get Winterbottom to return his phone calls. Winterbottom joked that if the office had been on the second floor, “I would have draggged myself up by my elbows.”
