According to allied commander Gen. H. Norman Schwarzkopf, orders from the White House to minimize civilian casualties in Iraq require U.S. commanders to use tactics that increase the risk of American casualties and place some military targets off limits (front page, Jan. 28).

I hope that none of our flyers in Iraq is killed by an anti-aircraft weapon that we failed to take out because of concern for civilian lives. When we send Americans into combat, their lives must take priority over the lives of enemy civilians, even innocent enemy civilians. Our rules of engagement should establish that priority. Apparently they do not.
