WELCOME BACK: Orange County was hardly new turf for Henry A. Kissinger, who spoke here Wednesday (B6). As a Nixon Administration official when the Western White House was in San Clemente, Kissinger made frequent trips here. . . . Old-timers remember Kissinger dining at Cordon Bleu in Laguna Canyon, a restaurant that’s no longer there.
