CULTURE CLASH: Westminster and Garden Grove may have the most equally distributed Asian and Hispanic minority populations in the county, according to the new census, but the adjustments were tough. . . . When they happen, it’s usually one-on-one, rather than all-out gang rumbles. . . . Blacks make up about 1% of the population in each city.
