The new police chief of Dallas began work Monday with plans to draw on his successes in Los Angeles, where he battled drugs and gangs. William Rathburn became Dallas’ 25th police chief after Mack Vines’ firing last September. Rathburn, a former deputy Los Angeles chief, could be sworn in later this week, said Dallas police spokeswoman Eva Romero.

Rathburn, as deputy chief in Los Angeles for three years, controlled the Police Department’s forces for one-fourth of the city. The South Bureau spans USC through Watts to the harbor.

Vines was fired by City Manager Jan Hart after his indictment on a perjury charge relating to the investigation of an officer. Vines was acquitted.
