DON’T DRIVE ALONE: Funny thing about telling motorists how much car-pool-lane violations cost: Drivers shape up. . . . Right now the Costa Mesa Freeway is the only one in the state warning drivers of the minimum penalty for violations: $246. Caltrans put up 17 signs on the freeway and on-ramps last April, and says violations have since dropped 61%. . . . One result: Caltrans may put up similar signs statewide.
