OXNARD : Bailard Landfill Extension Backed

After a lengthy public hearing, Oxnard’s City Council recommended that the Bailard landfill permit be extended for two or three years after its permit expires in late 1993.

The landfill is near Oxnard just south of the Santa Clara River, but the final decision on extending its permit remains with Ventura County.

On Tuesday, about 150 people jammed the City Council chambers to voice their opinions, with most residents opposing the extension.

Many of them claimed that the landfill was a health hazard and that Oxnard had already done enough to take care of the county’s rubbish disposal. Bailard handles most of the trash from western Ventura County.

But residents who live outside Oxnard urged the council to support allowing Bailard to remain open until a new landfill comes on-line, and the council majority agreed in a 3-2 vote in favor of the extension.

“I support the extension because I’m not convinced that there will be a landfill available when the present permit expires, and I don’t want our residents to be caught with their pants down,” said Mayor Nao Takasugi, who with Councilwomen Gerry Furr and Dorothy Maron supported the extension.

Councilmen Manuel Lopez and Michael Plisky disagreed.

“After listening to the testimony, it is clear that the people want us to close Bailard down,” Lopez said.
