Growth Control Measures to Be Put on Ballot Again

Pasadena voters who two years ago approved strict growth management controls for their city will vote on the controls again in November, 1992, as part of the settlement Thursday of a suit alleging the measures harmed minorities.

The settlement halts a lawsuit by the Pasadena-Foothill Branch of the Los Angeles Urban League, the Pasadena Chamber of Commerce, the Interdenominational Ministerial Alliance of Pasadena and others. The suit alleged that the city’s growth controls harmed minority and low-income groups by limiting jobs and the supply of low-income housing.

Attorney Carolyn Carlburg, who represented the coalition, said the settlement provides for new land-use policies if voters repeal the growth controls. If voters approve the controls, the lawsuit will resume, she said. Until the vote, the city’s growth controls will remain.
