Rep. Robert J. Lagomarsino (R-Ventura) is studying the prospects for democratic reforms in Kuwait during a five-day visit to the Persian Gulf.

Lagomarsino, who left for Kuwait Monday, is making the trip in his capacity as chairman of the National Republican Institute for International Affairs. The institute, an arm of the National Endowment for Democracy, is a private organization that promotes democracy worldwide.

The institute is financing Lagomarsino’s trip, John Doherty, a spokesman in Lagomarsino’s Washington office, said. Two other congressmen, Rep. David Dreier (R-Covina), and James Saxton (R-N.J.), are accompanying Lagomarsino.

Doherty said the congressmen are scheduled to meet with public officials and non-government groups who want to increase public political participation in the Kuwaiti government, a monarchy ruled by an emir.

The delegation is expected to return to the United States late Saturday.
