GLENDALE ELECTIONS : CITY COUNCIL : Zarian Outspends Opponents in Bid to Win Reelection

Glendale Mayor Larry Zarian, seeking a third term on the City Council, has spent nearly $25,000 on Tuesday’s election--about 2 1/2 times more than most of his opponents, state records show.

Zarian has been drawing from a campaign war chest of about $35,000, made up of about $27,000 in recent contributions and $8,000 left over from his 1987 reelection bid.

Two other candidates have raised at least $20,000 each, but only one had spent more than $10,000 by the end of the financial reporting period March 16, according to the candidates and records they submitted.

Eight candidates are vying for two seats on the five-member City Council. Councilman Jerold Milner is not running for reelection.

Polls will be open from 7 a.m. to 7 p.m. Tuesday in 67 precincts, city officials said.

Almost 64,000 Glendale residents are registered to vote.

Candidates last week submitted financial disclosure forms administered by the California Fair Political Practices Commission.

State law requires City Council candidates to make public what they have raised and spent in their campaigns, and to list the names of supporters who contribute $100 or more.

Many contributions to the candidates have been under $100, according to the records.

Zarian reported raising nearly $17,000 in gifts through March 16. He has not yet reported contributions of $5,000 each from the Glendale Firefighters Assn. and GlenPAC, a political action committee made up of business and real estate interests.

Zarian’s expenditures included two free pancake breakfasts at which he spoke to residents and a campaign mailing to all registered voters in the city, he said.

Eileen Givens, a community activist, has raised about $27,050, including $5,000 from GlenPAC. She has spent nearly $17,100, her disclosure forms show.

Mary Ann Plumley, a realtor and Republican Party activist, reported raising about $20,270, including $5,000 from GlenPAC and $2,500 from the Glendale Police Officers Assn. PAC. Plumley has spent about $9,950.

Dick Matthews, former vice president of communications for Carnation Co. and former director of the Carnation Foundation, said he has raised nearly $10,100, including $5,000 from the firefighters’ PAC. He has not yet reported gifts of $2,500 each from GlenPAC and the police officers’ PAC.

Matthews, who ran unsuccessfully for the council in 1989, reported that he had spent about $1,400 by March 16. In an interview, he said he is spending thousands of dollars this week on mailers.

Those four candidates garnered additional contributions this week. The Glendale Board of Realtors voted to give $800 each to Zarian and Plumley and $700 each to Givens and Matthews.

Mary Ann Prelock, former president of a north Glendale homeowners group, reported raising about $13,200, including $1,000 from GlenPAC. Prelock said she has spent about $5,800.

Bob Torres, a real estate analyst and president of the Montrose-Verdugo City Chamber of Commerce, said he has raised about $5,500 and spent about $3,770.

Shirley Griffin, president of a citywide homeowners group and a marketing consultant who ran unsuccessfully for the council in 1989, has raised nearly $2,400 and spent about $1,300.

John Beach, a semi-retired data processing supervisor, has raised about $250 and spent $285.
